Shotgun minimum overall legnth in the USA is 22", minimum barrel legnth 18" which would in no way be approached with an 18" barrel Saiga, so you are OK- even so, OAL is measured on folding/collapsable stocked weapons with the stocks extended. The Saiga 19" versions are 19" because that is the Russian barrel legnth standard for ordinary folk to own them. Unless you are remarkably talented, hacksawing a barrel without first scoring it with a pipe cutter or similarly orientede tool is the fastest way to make your barrel look like ass.

The standards of fit and finish on Russian guns is an entirely different ball of wax when compared to American guns... People tend not to care on things like AK's and Saiga shotguns, but on double-guns, the bar is much higher. I've sold a couple of them, and I have one just sitting here that everyone loves to look at untill they actualy get it in their hands for an up-close examination. No, the point of sabots is to wrap a smaller projo so that it fits in a larger bore, and the reduced weight causing greater degree of acceleration. They aren't self-stabalizing.
