Yes, all Saiga safety levers are from the x39's and .223 models. Sorry for not clarifying. I think they are all the same, unless the differences are so small, i can't tell with my naked eye.

I'm selling my 5.45 upper because I just don't shoot it much and I have a Saiga in the same caliber to have fun with. I have approx 250 rds through it (all non-milsurp and non corrosive Wolf and Hornady) and the upper is terrific. Fairly accurate on a windy day, wouldn't know how accurate it really is as I haven't had a chance to dial it in on a calm day (never get those around here on my range).
