It's sadly simple as to why these inept bunglers get elected and reelected. All they have to do is promise the freeloaders more of your money and they are shoe ins.

Actually, there are two valid reasons for such an inconvenient location. First, the fuel helps cool the pump, increasing (allegedly) it's operational life.
Second, pumps are much more efficient pushing liquids than pulling them. With the increased pressure of FI, it's just unfortunately the way to go.

I wonder why the 66 chevey I drove for 4 years through high school never needed any work done to it.
But the modern truck I bought after and drove for 6 years needed two fuel pumps, a transmission, and an alternator within those 6 years.
