The stock he is refering to is most likely the russian made folder that attaches to the back of the rifle without modification to the FCG. It is illegal to attach this stock without changing some foreign parts on the rifle to get the number of actual foreign parts under 10. Yes it may be made in Russia for a Saiga, but it is still illegal to use it without playing the parts game. To complicate matters, when you put this stock on your rifle, you actually ADD ANOTHER foreign part to your rifle, since it adds a pistol grip. So if you plan on doing a conversion later, this stock won't work aft

It counts as two parts -- the stock and pistol grip. If the folder is imported, you will start with 15 imported parts and should need to swap out 5 parts. If the folder is US-made, then installing it should leave you with 3 more parts to swap. It really is pretty easy once you get your head around the fact that you're concerned with the number of imported parts which remain.
