The Russian is by far the best. More accurate, better fit and finish. Military or civilian version, both are nice guns.

If you want one, you could always build one up on a civvie Remington or Savage action. However, there is nothing wrong with starting out with a "war relic" as you call it and making a target rifle from it. Strip off the stock and barrel, add a match barrel, properly fitted to the action, and you're off to a good start.
