SEEMS AS THOUGH RADOM HAS CAUGHT UP ON ITS MILITARY CONTRACT WORK, AND HAS RESUMED PRODUCTION OF THE PPS43-C. ALSO JUST FOUND ANOTHER ARTICLE ON THE '43-C, AND RADOM IN THE SEPTEMBER 2017 ISSUE OF FIREARMS NEWS (FORMERLY THE SHOTGUN NEWS). I LOVE MINE, HAVE A SCOPE RAIL MOUNTED ATOP THE BARREL SHROUD, WITH THE SIG 1X RED DOT FROM MY 556R. FROM THE BENCH, IT IS SUPERBLY ACCURATE, SHOOTING JUST OVER A 1" 5RND GROUP AT 50YDS, WITH THAT RED DOT AND S&B FMJ. I CUT OFF THE FRONT SLING LOOP, AND BOLTED A MIDWEST PUSH BUTTON SLING MOUNT THROUGH A COUPLE OF THE COOLING HOLES, JUST AFT OF THERE. AN ERGO HAND HOOK, MOUNTED ON A SHORT SECTION OF MIDWEST RAIL, AGAIN THROUGH THE COOLING HOLES,COMPLETES THE FRONT END MODS. STILL FIGURING HOW/WHERE TO MOUNT A REAR SLING MOUNT; I'D THOUGHT ABOUT ANOTHER MIDWEST PUSH BUTTON MOUNT ACROSS THE REAR OF THE UPPER RECEIVER, BUT DON'T WANT TO MESS UP THAT SPOT IN CASE I CAN EVER CONVINCE SOMEONE TO DESIGN A "WRIST BRACE" MOUNT FOR IT, NOW THAT ATF SEEMS TO HAVE UNFUCKED THEMSELVES ON THAT. I SHOOT THIS LITTLE BEAST SAS/MP5K STYLE, USING A MODIFIED BUNGEE SLING, MODIFIED AND MADE BY ARMAGEDDON GEAR. THE ONLY PROBLEMS I'VE EVER HAD WITH THIS THING, ARE TO DO WITH EARLY BOLT OPENING. IT'S AN UNLOCKED BLOWBACK, AND THE BOLT HAS LOST SOME OUNCES OF WEIGHT, IN ITS TRANSITION TO CLOSED BOLT OPERATION, PLUS THE BOLT IS NOW STARTING FROM A DEAD STOP, INSTEAD OF THE RECOIL (CHAMBER PRESSURE) FORCES HAVING STOP AND REVERSE THE BOLT WHEN FIRED IN THE ORIGINAL OPEN BOLT CONFIGURATION. ALL THAT COMBINED, RESULTS IN THE BOLT OPENING EARLY, TO THE POINT THAT BRASS CASED AMMO SOMETIMES HAS VERY LITTLE SHOULDER LEFT, AND THE PRIMERS ARE POOCHED OUT A BIT. I'VE FOUND THAT THE USE OF STEEL CASED AMMO, WITH HARDER MIL-SPEC PRIMERS (RED ARMY STANDARD) FIXES THIS. STILL, IT SHOULDN'T DO THIS, AND THE FIX WOULD BE A HEAVIER RECOIL SPRING, I WOULD ESTIMATE ANOTHER 3 1/2LBS. AS THE FACTORY SPRING APPEARS TO BE FULLY COMPRESSED, AS IT IS, WITH THE BOLT TO THE REAR, THE ONLY TWO POSSIBLE SOLUTIONS, AS FAR AS I CAN SEE, WOULD BE TO GO TO A STRONGER ALLOY, OR GO TO A GLOCK TYPE FLAT SPRING, GIVING MORE ROOM, WITH THE SPRING BEING MADE BY ISMI, OUT OF THEIR CHROME SILICON ALLOY. It is eight days into the month and large numbers of people still have not received their benefits, and in other instances it is being reported that EBT cards are simply not working correctly. So what in the world is going on here? On downdetector.com there are scores of reports of problems with the EBT system from people all over the nation. Could this simply be another example of government incompetence, or is something else at work here? I had heard some rumblings about this over the past few days, but I had not really taken them seriously until I read an article from highly respected author Ray Gano… It interesting over the weekend I got several emails telling me about cell phones being down, internet being down, and get this, EBT cards not working and having no money associated to them. This is a concern because when the US Government has payment failures, then there is possibly something happening that the press is not telling you about. Now, we know that computers have problems and that states, counties and cities run on computers. But what is interesting is that since the beginning of 2016, The US government has had over 2,700 reports on downdetector.com showing that they have been late loading the money onto these EBT cards. Folks, we are now going on 8 days where the Government has not paid the EBT payments so that people have food. So I went over to downdetector.com myself, and I was stunned to see that reports of EBT outages continue to pour in every hour. Here are just a few of the recent comments that have been left by people that are still waiting for their food stamp benefits for June… Heidi Lynn: I was supposed to get mine on the 5th and still nothing. Even ebt NJ site says $0 as well as my EBT card says $0. I’m on disability. I forgot to add I tried calling NJ Board of Services and was on hold for over an hour. I had to hang up to take dog out, etc. Does anyone know what’s going on yet? Ann Wilson: Now that it’s been a whole week since I was supposed to get my June benefits, and haven’t, I’m planning on going to my Illinois FCRC office. I hope they will be able to fix this difficulty. Jenn Johnson: I always get mine on time. I was due to get mine today June 7th and nothing. I am from kentucky. Why is there nothing on the news about this? Jarrett Manhart: Havnt received mine either. They are never late. And my fone is off so i cant call em. Im on Wi-Fi down the street from me. Sunny Nicole Jones: I haven’t gotten mine either! I’m glad it’s not just me though because then I would really be worried! But when I went to confirm these widespread outages with articles from the mainstream media, I came up empty. Either the mainstream media does not know what is going on yet, or it is being ignored. If you have not gotten your EBT benefits for this month yet or you know someone that is in that position, please feel free to let me know. I want to get to the bottom of this. There are people all over the nation that are reporting problems with the food stamp system, but nobody seems to know exactly how widespread this issue is just yet. Today there are well over 40 million Americans on food stamps, and a lot of them would start rioting tomorrow if you told them that their food stamp cards were being turned off permanently. EBT cards are the modern equivalent of the bread lines of the 1930s. Instead of having to wait in long lines for food, the government just zaps money on to EBT cards each month, and those that are hurting are able to get something to eat. But down in Venezuela, extremely long food lines are a daily reality for much of the population right now. The following comes from the Daily Mail… Venezuela was once South America’s richest nation, but a fall in oil prices combined with other economic problems has led to desperate citizens taking drastic measures. Nearly half of Venezuelans say they can no longer afford to eat three meals a day, according to a recent poll by the local firm Venebarometro. The poll surveyed 1,200 adults at their homes during the first week of April and had a margin of error of plus or minus of about two percentage points Those who can, cross the border into Colombia to buy, bring back and then use or sell food and other basic commodities. Could you imagine not being able to provide three meals a day for your family any longer? Close to half the population of Venezuela is already in that position, and the economic collapse down there grows worse with each passing day. Most Americans just assume that nothing like that could ever happen here. Most Americans just assume that the government will always have plenty of money to give out. As I mentioned above, there are well over 40 million Americans that receive EBT benefits. However, when you factor in all government programs, more than 100 million Americans get some form of money or benefits from the federal government each month. So what would happen someday if suddenly the spigot was turned off? What would those 100 million people do? How would they survive? Hopefully this current EBT outage is just a temporary technical glitch, and hopefully the government will get it fixed in short order. But someday there will be a major crisis that will cause food stamp benefits to be cut off either permanently or for an extended period of time. When that day arrives, what will that do to our communities? This is coming soon... As SHTFPlan.com's Mac Slavo notes, this isn’t the first such incident and it certainly won’t be the last as an evermore impoverished populace becomes increasingly dependent on government handouts. In 2013 we reported that the EBT card acceptance system in 16 states crashed, leaving thousands with no way to put food on their dinner tables. As further evidence of what may happen following a widespread outage wherein those on government assistance have no way of buying food and other necessities, consider what this woman had to say: I go to the register and they ask me “how you going to pay.” I said with food stamps. “Oh, we’re shut down, you can’t pay with food stamps.” I got kids to feed. You know? And because the government’s down I can’t feed my family? … What’s going on with America? Now they trying to starve us to death? …This is crazy …I got six kids I have to feed. … I’m just trying to figure out how to get something to eat. Feds: New citizens can skip pledge to take up arms and defend the US By Pete Kasperowicz Published July 21, 2015 Facebook Twitter Email U.S. Citizenship and Immigration Services on Tuesday said it will no longer require incoming U.S. citizens to pledge that they will "bear arms on behalf of the United States" or "perform noncombatant service" in the Armed Forces as part of the naturalization process. Those lines are in the Oath of Allegiance that people recite as they become U.S. citizens. But USCIS said people "may" be able to exclude those phrases for reasons related to religion or if they have a conscientious objection. USCIS said people with certain religious training or with a "deeply held moral or ethical code" may not have to say the phrases as they are naturalized. The agency said people don't have to belong to a specific church or religion to use this exemption, and may attest to U.S. officials administering the oath that they have these beliefs. Earlier this month Defense Secretary Ashton Carter briefed Congress on the $500 million program to train “vetted moderate” Syrian rebels to fight the Islamic State. CNN reported: The United States has only trained approximately 60 Syrian rebel fighters as of July 3, Defense Secretary Ashton Carter told the Senate Armed Services Committee on Tuesday, saying the number is “much smaller” than the administration hoped to train at this point. “I said the number 60, and I can look out at your faces and you have the same reaction I do, which is that that’s an awfully small number,” he said. Carter’s admission highlights the increasing concern over the effectiveness of a program to train a local fighting force to combat ISIS in Syria. As Politico noted at the time, the price tag for these 60 fighters was $4 million each with half of the $500 million appropriated for Obama’s “vetted moderate” rebel army having already been spent. So how are our “vetted moderate” rebels faring? No one knows, because apparently they have vanished(HT: Alimhaider). McClatchy reports today: The dispute over aims has made it almost impossible for the U.S. and other allies to recruit young Syrians under the $500 million U.S. “train and equip” program. Hundreds of recruits reportedly walked off when they were asked to commit to fight only the Islamic State and not the Assad regime. The first graduates of the course in Turkey, about 50 recruits, rolled into Syria two weeks ago in four wheel drive pickup trucks. But they haven’t been heard from since. The U.S. goal was to train at least 5,000 fighters against the Islamic State this year alone. So after two weeks Obama’s “vetted moderate” army hasn’t been heard from since. What happened? Some folks on Twitter are exploring the possiblities: Lest congressional Republicans get too cocky, let me remind them that they are the ones who approved the $500 million for this boondoggle. As a reminder, the Cloward-Piven strategy is a political plan created in 1966 by two Columbia University sociologists to overload the U.S. public welfare system with the goal to replace it with a national system of “a guaranteed annual income and thus an end to poverty.” I echo again that it’s neither a coincidence that Obama graduated from Columbia University nor that others who espoused the Cloward-Piven strategy were a group of radicals who have been a part of his life and education: Bill Ayers, Saul Alinsky, Bernardine Dohrn, George Wiley, Frank Marshall Davis, Wade Rathke and George Soros, among others. What’s also not a coincidence is how close Hillary ran in the same circles. Like people that train at a distance under the same coach but come together to run the same relay race, so Hillary has entered the track salivating for the opportunity to grab the Cloward-Piven baton from Barack. What’s the evidence? It’s abundant. The ideologies, politics, histories and strategies of Cloward, Piven and the Clintons are more closely intertwined than most know. In the 1960s, they all were sipping from the same straw of Saul Alinsky, Chicago’s notorious revolutionary Marxist community organizer and his ideas for radical social change. First, Robert Chandler, a retired Air Force colonel and former strategist for the White House, the Departments of State, Defense, Energy and Justice, and the CIA, explained in the Washington Times that “much of [the Cloward-Piven] strategy was drawn from Saul Alinsky.” There’s no doubt that Alinsky’s life and work served as the coach and plan for Cloward and Piven. Second, Hillary’s similar discipleship devotion was clearly seen by her 92-page college thesis paper on Saul Alinsky, which is a glimpse behind the present veil of her politically savvy and guarded gloss into the heart of her true ideologies. Even Bill Dedman, investigative reporter for NBC News, had to admit the young 21-year-old Hillary had an infatuation with the “old radical from Chicago.” In her own words, Hillary characterized Alinsky as possessing a “compelling personality” and “exceptional charm.” No surprise that in 1993, the Clintons asked officials at her alma mater to hide Hillary Rodham’s senior thesis from Clinton biographers, at least that’s what her thesis adviser and friend, professor Alan H. Schechter, said they wanted after taking the call from the White House. Chuck Norris provides real solutions to our county’s problems and a way to reawaken the American dream in his best-seller, “Black Belt Patriotism.” Nevertheless, NBC’s Dedman notes how David Brock, in his 1996 biography, “The Seduction of Hillary Rodham,” called Hillary “Alinsky’s daughter.” And Barbara Olson, who tragically died in the Sept. 11 attacks, used an Alinsky quote to introduce every chapter of her 1999 book, “Hell to Pay: The Unfolding Story of Hillary Rodham Clinton.” Olson also posited how Hillary’s thesis was locked away because she “does not want the American people to know the extent to which she internalized and assimilated the beliefs and methods of Saul Alinsky.” Barbara Ehrenreich, Frances Fox Piven’s friend, collaborator and intellectual disciple from the American Sociological Association, spilled the beans on some early Clinton collaborations and relations with Cloward and Piven: “In 1983, [Frances Piven] co-founded, with Cloward, a group called Human SERVE, which was dedicated to the idea that if citizens were allowed to register to vote when they apply for aid from government programs or for drivers’ licenses, some of the historic administrative encumbrances on the right to vote could be overcome. The poor in particular, who often lack the time for voter registration, would be effectively enfranchised. Human SERVE’s approach was incorporated in the National Voter Registration Act of 1993, popularly known as the ‘motor voter bill.’” President Bill Clinton signed the Motor Voter Bill into law and none other than Richard Cloward and his wife, Frances Piven, were standing behind him as he did. Even Wikipedia explains that Cloward was a “primary motivator” for the passage of the National Voter Registration Act of 1993 known as “Motor Voter,” which forces states’ department of motor vehicles to offer voter registration. Sounds so benign, right? Hold on. What’s not surprising is how the “Motor Voter” law has morphed to incorporate more Cloward-Piven-Clinton strategies. For example in Oregon, legislators have just enacted a subsidiary law that registers a person to vote when they obtain or renew a state driver’s license. That might sound all fine and dandy, too, until one realizes that a stone’s throw away in neighboring states like California, they are doling out licenses to 1.5 million illegals over the next three years. How long will it be until California’s Motor Voter laws extend voting rights to illegals, too? And California is not alone. Nevada and Washington – also butting up against Oregon’s borders, have also joined the ranks of states offering access to driver’s licenses despite immigrant status. And don’t forget Hawaii, Utah, Colorado, New Mexico, Illinois, Vermont, Connecticut, Maryland, Delaware and Washington, D.C., which are also a part of that non-citizen driver’s license distribution union, according to the National Immigration Law Center. You see, it’s not a coincidence either that these new drivers and voters, who have flooded and are still flooding into our country through porous borders, are also at the heart of plan to overload the U.S. welfare system under the Cloward-Piven strategy. As Rep. Steve King, R-Iowa told WND: “I do feel this attempt to flood the border with illegals is a playing out of the Cloward-Piven theory.” In 2010, Frances Piven, who is also one of eight honorary chairs in the Democratic Socialists of America, gave an interview to the progressive Common Dreams in which she confessed: “The important development is the emergence of a feisty immigration movement that contemporary unions have no choice but to support, especially unions with large numbers of immigrants in their ranks. … Together with [students and their universities, service workers – not industrial, and] immigrants, these are the constituencies that will give birth to new protest movements.” You see, it’s a win-win-win-win-win-win to socialist Cloward-Piven progressives like Obama and Hillary. Illegals flood the country; illegals get driver’s licenses; illegals get voter rights; illegals get welfare benefits; illegals overload the U.S. welfare system; illegals keep progressives in office, who crown the Cloward-Piven strategy and the fundamental transformation of America as a victory. An interesting story about Piven and her own driver’s license demonstrates the power of her connection to the Clintons, as told again by her friend, Barbara Ehrenreich: “Sometime in the mid-1990s, Frances found herself on the way to the airport without her driver’s license. She called Richard at their home and asked him to find it and bring it to her at the train station. He failed to find it, and instead brought her a photo of herself and Bill Clinton taken at the time of the signing of the motor voter bill. This would be a welcome development given earlier reports that Iraqi soldiers fled the fight when ISIS forces launched their assault on Ramadi. A senior defense official attributed the success to better training, better equipment and improved moral. One newly trained Iraqi unit is said to have advanced about three miles toward Ramadi in a 24-hour period – a difficult task considering the city is ringed with ISIS-planted explosives. The official described the assault on Ramadi as in an "isolation" phase, in which the city is encircled to deprive ISIS of resupply. Next will come the actual assault, a process that defense officials say will be deliberate and selective to avoid civilian casualties and limit damage, so that residents have homes and businesses to return to. The 3,000 new trainees are among thousands of Iraqi Security Forces soldiers preparing for an assault to retake the city. But the development is tempered by some sobering realities in Iraq. Baghdad was hit this week with two car bombs that took more than 20 lives. A massive truck bomb was detonated east of Baghdad last Saturday killing more than a hundred, one of the largest blasts in the last decade in Iraq. Further, ISIS’ rampage through Iraq in roughly the last year has led to one of the largest humanitarian crises in the world. The United Nations estimates that 8.2 million Iraqis need humanitarian assistance; 3.1 million have left their homes, many moving into hotels or with relatives away from the fighting; and 4.4 million are considered "food insecure," according to the United Nations. Carter arrived in Baghdad as part of a tour through Middle East countries. It is Carter's first visit to Iraq since he took office in February. Carter is not expected to announce any major change in U.S. strategy or increase in U.S. troop levels. The approximately 3,360 troops now in Iraq are largely involved in training Iraqi troops, advising Iraqi commanders on battle plans, and providing security for U.S. personnel and facilities. The U.S., joined by several coalition partners, also is conducting airstrikes daily to chip away at the Islamic State's grip on large parts of Iraq. The visit, however, comes at an important moment for the Iraqi government, which has announced the counteroffensive to retake Ramadi, the capital of Anbar province. The Ramadi campaign will be a crucial test not only for the Iraqi government led by Prime Minister Haider al-Abadi, but also for the U.S. strategy of relying on Iraqi security forces, operating in coordination with U.S.-led coalition airstrikes, to overcome the smaller Islamic State forces. The Navy Times, citing multiple military officials familiar with internal reports on the tragedy, reported that Lt. Cmdr. Timothy White, the commanding officer at the Navy Operational Support Center, fired his sidearm at Mohammed Abdulazeez during Thursday's attack. The paper, citing a Navy official, also reported that one of the four Marines killed in the attack fired his 9mm Glock at the gunman. A Navy sailor also died in the shootout, as did the gunman. The possibility that the Marine had used his personal sidearm during the shooting was first reported by The Washington Post Monday. A source close to the investigation told the Navy Times that while the details of the attack's final moments are unclear, authorities have uncovered no information that contradicts the Navy's own reporting. Law enforcement sources told Fox News Tuesday that the FBI recovered the Glock at the scene and noted it did not belong to either the shooter or police. The sources said the weapon had been fired. Details about what type of weapon White used are unclear. It is still unclear whether the shots that killed Abdulazeez were fired by White, the Marine, or local police. Fox News has learned that autopsies of the gunman and his victims have been completed and could be released later this week. The Navy Times reported that investigators won't know who fired the shots that stopped the rampage until a ballistics assessment is performed. It is against Defense Department policy for anyone but military police or law enforcement to carry weapons on federal property. The Pentagon released a statement Friday saying that Secretary Carter had approved "immedate steps" to enhance force protection, and had also asked for recommendations to ensure safety at military centers by the end of next week. A day after a gunman shot and killed four Marines and wounded three other people in Chattanooga, Odierno confirmed the recruiters were not armed. The shooting swiftly has renewed the debate in Washington, and on the presidential campaign trail, over whether the laws and policies should be updated to reflect current threats. Senate Armed Services Committee Chairman John McCain, R-Ariz., and his House counterpart, Rep. Mac Thornberry, R-Texas, released a joint statement Friday saying they've been working since before the shooting to "clarify a post commander's authority to allow carrying of personal firearms" and will direct the Pentagon to change policies. "We can and must do more to protect our troops," they said. Wisconsin Gov. Scott Walker, a 2016 GOP White House candidate, told Fox News the policies that prohibit personnel from being armed at these centers are "outdated." "Containment was something that might have been good during the Cold War, but we're facing an enemy in radical Islamic terrorism that's willing to take the fight to us and we need to make sure that our men and women in uniform not only have the resources to protect us and keep our country safe, but they need to have the resources to keep themselves safe," he said. Four days after the shooting, the FBI has not found any connection to overseas terrorist groups, but Mohammod Abdulazeez's diary says that as far back as 2013, he wrote about having suicidal thoughts and "becoming a martyr" after losing his job due to his drug use, both prescription and non-prescription drugs, the family representative said. In a downward spiral, Abdulazeez would abuse sleeping pills, opioids, painkillers and marijuana, along with alcohol, the representative said. Alleged Chattanooga Shooter's Family Says He Had Depression Chattanooga Shooting Victims Include Iraq, Afghanistan Veterans FBI Looking for Motive in Chattanooga Shooting Most recently, the 24-year-old was having problems dealing with a 12 hour overnight shift, and had to take sleeping pills, according to the representative. The young man was also thousands of dollars in debt and considering filing for bankruptcy. Three months before the shooting, Abdulazeez was arrested on April 20 -- a day celebrated annually by marijuana users -- and charged with drunk driving. The arresting officer noted a smell of marijuana in the car. The discovery of the diary comes as investigators also work to solve the mystery of Abdulazeez's actions in the days leading up to the deadly shooting. The family representative told ABC News Abdulazeez rented the silver Mustang Tuesday, showed up at the local mosque and took a friend on a “joy ride” until 3 a.m. He did not sleep at his parents’ home for the next two nights and the FBI is seeking to retrace his steps. “He bragged about [the car], and was showing it off to friends about how fast it would go,” the family representative said Sunday. On Wednesday, Abdulazeez shot and killed four Marines and fatally wounded a Navy sailor after opening fire on two unguarded military facilities in Chattanooga. The family representative said Sunday that the family told the FBI there were no outward signs of radicalization but added Abdulazeez “was susceptible to bad influences” and would be affected by watching news accounts of “children being killed in Syria.” For all his struggles with drugs, the representative said, Abdulazeez also struggled with being a devout Muslim. The family representative said Abdulazeez had a number of guns in his house and often used them to go hunting or for target practice with friends at nearby firing ranges. FBI agents recently focused on the Walmart in Hixson, where officials tell ABC News Abdulazeez bought ammunition for his guns on July 11. Two young men, seen with Abdulazeez in the store, are being sought for questioning although they are not believed to be accomplices. The family representative said Abdulazeez's family sought, without success, to get him treatment for his mental illness, and to keep him away from a group of friends with whom he would drink and smoke marijuana. A seven-month trip to Jordan last year was an effort to “get him away from bad influences in the U.S.,” not part of a path to radicalization, the family told agents. Abdulazeez's family released a statement Saturday saying that there are "no words to describe our shock, horror, and grief." "The person who committed this horrible crime was not the son we knew and loved," the statement said. "For many years, our son suffered from depression. It grieves us beyond belief to know that his pain found its expression in this heinous act of violence." Still, for the FBI, the psychological profile of the disturbed young man does not explain why he chose two U.S. military targets, seven miles apart, for his deadly mission. On Wednesday, June 10, 2015, Chairman of the House Committee on Natural Resources Rob Bishop (R-UT) introduced H.R. 2710, the "Lawful Purpose and Self Defense Act of 2015." This bill would remove BATFE's authority to interpret or reinterpret the "sporting purposes" clauses in federal law, which only serve to undermine the core purpose of the Second Amendment. Under Chairman Bishop’s legislation, all lawful purposes – including self-defense – would have to be given due consideration and respect in the administration of federal law. The U.S. Supreme Court ruled in District of Columbia v. Heller that the core purpose of the Second Amendment is self-defense. Nevertheless, many federal laws that regulate the importation, possession and transfer of firearms measure the lawful utility of firearms based on their usefulness for so-called "sporting purposes." The federal law governing armor piercing ammunition was passed by Congress to target handgun projectiles, but BATFE has used the law to ban common and popular rifle ammunition, as it recently attempted with M855/SS109 5.56x45 ammunition. Provide for the lawful importation of any non-NFA firearm or ammunition that may otherwise be lawfully possessed and sold within the United States. BATFE has used the current discretionary "sporting purposes" standard to deny the importation of firearms that would be perfectly legal to manufacture, sell, and possess in the United States. Protect shotguns, shotgun shells, and certain rifles from arbitrary classification as "destructive devices." Classification as a destructive device subjects a firearm to the registration and taxation provisions of the National Firearms Act (NFA) and creates a ban on possession of such firearms in some states. Broaden the temporary interstate transfer provision to allow temporary transfers for all lawful purposes rather than just for "sporting purposes." After learning about the purchase request, Nevada Rep. Mark Amodei vowed to inquire with the bureau about its operations, number of officers carrying firearms and how much ammunition it uses, according Brian Baluta, a spokesman for Amodei. Department officials declined to provide specific information to the Sun regarding details of the ammunition purchase request. “We want to limit the amount of information any bad guys might have about our protection capabilities,” said Rose Davis, a Bureau of Reclamation spokeswoman. A review of federal procurement records by the Sun shows that the Bureau of Reclamation, best known for its management of Western waterways and dams, solicited bids in June for 41,600 rounds of hollow-point ammunition along with 10,400 rounds of shotgun ammunition. The agency declined to say how many armed officers work at Hoover Dam and how many security threats it faces each year, but according to a2008 review of federal law enforcement, the bureau had 21 officers patrolling Hoover Dam. The bureau’s Boulder City office oversees the agency’s operations at Hoover Dam and the Lake Mead National Recreation Area, a vacation destination that sees more visitors than Yellowstone National Park every year. The bureau works in conjunction on Hoover Dam security with the Department of Homeland Security, Metro Police and other law enforcement officials. The bureau's armed officers are “there for the protection of employees, visitors and the dam,” Davis said. According to Davis, funds for the ammunition are drawn from revenues generated by utility companies that buy electricity from Hoover Dam, rather than from tax dollars. The department’s request is likely to stir debate over the stockpiling of weapons and ammunition by nonmilitary federal agencies. The BLM faced questions last year over its role in an armed standoff with militia members supporting Nevada rancher Cliven Bundy’s refusal to pay more than a million dollars in back taxes and grazing fees. Two months later, Amodei was one of 17 GOP congressmen to sponsor a bill that would have prevented certain agencies, like the Bureau of Reclamation, from using or purchasing weapons. That bill failed to pass. The Bureau of Reclamation is not the only federal agency to have amassed weapons and ammunition — or to have faced controversy. In 2013, the Department of Homeland Security put out a bid to purchase more than 1 billion rounds of ammunition for its more than 100,000 law enforcement officials. That same year, agents from the Environmental Protection Agency inspected the offices of a mining company in Alaska while wearing body armor and carrying M16 rifles and shotguns, leading to an investigation by House lawmakers. The most recent order is not the first time the Bureau of Reclamation has purchased large quantities of ammunition. Its last requisition was in 2013, according to federal purchasing records. Since 2008, the agency made at least 19 requests for ammunition at offices nationwide. Hoover Dam’s most recent publicized threat was in 2012, when a man drove his truck past a security checkpoint, prompting an hourlong standoff with officials. He was later found to be unarmed.

The lawsuit is in response to a dispute between Cody Wilson and the State Department that reaches back several years. In 2013, Wilson’s company created the world’s first 3D printed gun, the Liberator, and posted its designs online. “We were the first ones to really make a durable AR-15 receiver,” Wilson said. “And then we were the first ones to do the AR magazine, the AK magazine, and then we did the printed pistol.” In May of that year, the State Department sent the company, Defense Distributed, a letter demanding they remove the plans from the Internet. The letter also said the company may be in violation of the Arms Export Control Act. “They actually didn’t even have any process to direct me to on this part of the lawsuit,” Wilson said. “There wasn’t actually even a cease and desist, it was this kind of veiled threat demanding that I make some submissions to their agency and recognize their agency’s authority to claim commodity jurisdiction over the pieces.” “So the ITAR [international Traffic in Arms Regulations] is the regulation they use. … We’re not talking about international treaty or like the UN arms trade treaty or any of these other things that are now coming in with like fast track and all that stuff. We’re talking about a set of regs.” Wilson said the State Department is expanding its power to regulate not just the international transfer of firearms themselves but any data related to firearms, regardless of whether they were privately developed or not. “Essentially … the administration is saying that it owns all intellectual property related to guns,” he said. The stakes for Wilson and Defense Distributed are high. They may face millions of dollars in fines and, Wilson said, “up to ten years in jail” for every time someone in another country downloaded the blueprints for his pistol. “So I’d say there’s limitless liability, I mean infinite time in jail,” he said. Wilson said he is the only one who has been targeted by the State Department despite the fact that many others have shared gun blueprints online. “Large forms of gun enthusiasts share information and data all the time, home builders,” he said. “It’s absurd.” “In a way I felt kind of lucky because I knew that if I was able to hang in there and resource my organization we might actually be able to bring suit one day.” In the suit, which the gun rights group Second Amendment Foundation (SAF) has joined, Wilson is arguing that the State Department is in violation of not just the Second Amendment but also the First and Fifth Amendments. “If you have speech about another right in the Bill of Rights, that speech is even more protected, just like speech about jury trials and speech about your Fourth Amendment,” he said. “It’s super strict scrutiny, it’s like the strictest scrutiny if its speech about another protected right.” The State Department referred a request for comment on the suit to the Department of Justice, which did not respond. However, the State Department has filed papers opposing the suit. They argue, in part, that Wilson and SAF are not suffering irreparable injury and whatever injury they may be experiencing is outweighed by “the threatened harm to the national security and foreign policy interests of the United States.” The Second Amendment Foundation (SAF) said it stands with Wilson’s attempt to educate people about 3D printed guns and would like to post his blueprints on their site. It called the State Department’s efforts to stop Wilson “a bureaucratic game of merry-go-round.” “The right to keep and bear arms includes the ability to acquire or create arms,” SAF Founder Alan Gottlieb said in a press release. “The government is engaging in behavior that denies this company’s due process under the Fifth Amendment. “We’re compelled to file this action because the bureaucracy is evidently playing games and it’s time for these agencies to behave.” The support from SAF may mark a turning point in how gun rights activists look at Wilson and Defense Distributed. Up until now many have been unsure of what to make of him. After interviewing Wilson in 2013 Glenn Beck told him “I don’t know if we are friend or foe.” Wilson said he thinks the warming reception is because gun rights activists “realize we have a lot in common.” “Our appreciation for sovereign individual rights, a large channel runs through this by the firearm,” he said. “We all should recognize that we believe in the individual right to acquire and make firearms. I wouldn’t say the gun community is coming around to anti-state. I don’t mean to insult anyone. The gun community too much of the time has too much love of federal authority federal rules. They’ve kind of fetishized ATF rule making. It’s alright to challenge these people every now and then.” “I hope the gun community can appreciate what we’ve done here.” Wilson is less hopeful that liberals, who’ve named him one of the “15 most dangerous people in the world,” will be able to appreciate what he’s trying to do. “Those are the lifestyle leftists,” he said. “There’s nothing more leftist than what we’re doing here. We’re fighting for equality of activists, equality of means of production.” Wilson said his suit against the State Department is ultimately designed to make a point. “It’s worth demonstrating that it’s important to show that you’re serious with these people or they’ll abuse you, as they’ve done to me for a couple years,” he said. “You just have to show that you’re not willing to put up with it; that’s just basic social signaling, everyone should fight, right?
