Overall I would think the only real way to go wrong is not to buy new when they are so cheap. I recently bought a 30 rd Romanian mag in good condition from Tapco and ended up having to fix the lips as they were hammered down . As far as the legislation, I know what you mean. Thant's why I'm buying now. Bvamp, where can you pick up 30 rd mags for $5. Enquiring minds would like to know.
