It would be making a high capacity feeding device (it holds more than 10 rounds) and would not be legal for anyone other than a dealer to possess as a demo, or an LEO to possess in the execution of his duties. Further the ATF has ruled that in converting a drum from a weapon like a USAS-12 for the Saiga would be considered to be making a drum for a new weapon, and the above statement applies.
