They run low power FM so you can pick it up on your car radio rather than blasting the neighborhood. The lights could definitely be an annoyance for neighbors though. No worries there either. With the benevolent government now contemplating "light pollution" regulations, I'm sure they will be banned altogether soon enough. That is, unless you're a Muslim.
