Are winchester 1760 FPS rifled slugs safe to fire in a stock saiga 12

If you have a long barreled S-12 with a full choke (1mm restriction ) made into the barrel, then you cannot shoot sabot type or hard slugs thru it.

You can easily tell if your gun has an internal choke. Factory threaded barrels have no restriction, if you do not have factory muzzle threads, drop a dime thru the muzzle, if a US dime will not pass thru the muzzle then it is choked. If the dime drops thru you have no restriction.

Foster-type slugs are usually soft lead and will compress down through the choke without pressure issues and will group fairly well on target. I've been using Remington Sluggers for years through my Saiga-12 and get very good groups with modified or even full chokes.
