I know it's not NFA or 922r related but I'm wondering if anyone has had experience with ITAR regarding exporting single items say a ballistic vest or rifle plate. I know for businesses it's different but it seems that if you or I wanted to send someone something on a one time only basis it might not be a problem.

 

Say I have a friend in Europe and I want to send him an AR500 rifle plate or a IIIa rated vest, would there be a problem? I know businesses can't but it seems there is an exemption for non businesses;

 

22 CFR 123.17 (f) Temporary export of one set of “Body Armor” for personal use without a license from the United States by an individual (U.S. person). Companies cannot use this exemption.

 

Any thoughts?

That exemption doesn't apply if you are sending it to another individual - this exemption is intended to allow an individual to bring their own body armor, for personal use, with them while they travel. The exemption cannot be used to permanently export armor.
