If I understand it correctly, to be in compliance with 922r, the first thing you need to do is determine the total number of parts in the rifle in question, as no more than 20 can be made outside the USA. If you're starting with a box stock unaltered Saiga 223 Sporter, and all you wanna do is use high capacity mags, the cheapest and easiest way to be 922r compliant is to put on a Tapco hand guard (around $45) and use Sure Fire mags (around $30).
