My older brother is an OTR driver, and he's seen TSA at weigh stations working with DOT. I've personally dealt with the jackwagons at a Greyhound station in one of their "random checks". It was just a description to inform those that teams like this do exist in the general population. I think they mostly were put into effect to just run drills to see how the public responds to them.
