Awhile back, I asked the friendly lady at the BATFE that very question...just different in that; "Does a PARTICULAR current NFA tax stamp shotgun (Saiga 12 SBS) have to be 922r compliant"? If memory serves, she said YES it does. Go figure. At least that is what she said to me. Always get it in writing when dealing with the BATFE. Even that may not help you.
