President Obama and Attorney General Eric Holder have turned their backs on the values the American people hold dear, values particularly cherished in the black community: values like marriage, which should be strengthened and promoted, rather than weakened and undermined. Anti-Gun Doctor Poised for Confirmation as Surgeon General

On Thursday, the Senate's Health, Education, Labor and Pension(acronym: HELP!) Committee approved the nomination of anti-gun doctor Vivek Murthy to be Surgeon General of the United States.

 

Like most of Obama's nominees, Murthy's primary "credential" is his rabid support for Barack Obama during the presidential election. As such, the office of Surgeon General -- once an honor given to physicians who have distinguished themselves in their field -- has now become nothing more than electoral "payback" to a political hack.

And make no mistake about it: Murthy gives the term "hack" a bad name.

 

Head of Doctors for Obama, Murthy dutifully changed the name to "Doctors for America" just as other Obama house organs were making similar changes. After the shooting in Newtown, Murthy’s group authored an open letter to Obama that urged restrictions on gun rights in the name of the medical profession, stating:

It’s time for common sense gun rules like background checks and banning assault weapons and high-capacity magazines, as well as a comprehensive plan to address gun violence including ensuring funding for research and data-collection on gun violence and ensuring that health care providers can ask patients about gun ownership in order to counsel them appropriately about safety measures.”

 

This would put Murthy to the Left of Obama's public position on gun control.

Murthy's internet communications reflect a similar hatred for the Second Amendment. The Twitter feed of @vivek_murthy reads, in part:

If Murthy, as a mere Obama lapdog, was bent on threatening the Second Amendment, imagine what he would do with his hands in control of federal "health" research funds. We already know that President Obama would like to unleash taxpayer dollars in order to produce junk science supporting gun control.

The fight to defeat Murthy's nomination is made harder by the fact that anti-gun Senators like Mary Landrieu (D-LA), Jeanne Shaheen (D-NH), Kay Hagan (D-NC), Mark Warner (D-VA), Mark Udall (D-CO), Mark Begich (D-AK) and Jeff Merkley (D-OR) have voted to change the Senate rules so that Murthy can be confirmed by 50, rather than 60 votes.

But we are not going to allow the confirmation of this anti-gun crazy without a fight. And Gun Owners of America will score a vote in favor of Murthy as an anti-gun vote.

The bill would suspend the individual mandate of the anti-gun ObamaCare program for one year, thus protecting the privacy of gun owners.

SURGEON GENERAL PICK ON LIFE SUPPORT, THANKS TO GUN OWNERS

It's not time to declare victory yet.

 

But it is interesting that the White House is publicly considering delaying the vote on the Vivek Murthy nomination to be Surgeon General until after the November elections.

 

We alerted you in early February to the problems with this anti-gun nominee for the post of Surgeon General.  As a physician and pro-Obama activist, Murthy actively advocated gun bans, magazine bans, and gun registration.

 

According to yesterday’s Huffington Post, Murthy’s support for a ban on semi-automatic firearms “isn’t sitting well with powerful leaders in the gun lobby” like Gun Owners of America.  And today, the liberal Huffington Post said that “bellyaching” from “Gun Owners of America has given unfortunate pause to common sense in Congress.”

 

ACTION:  Contact your Representative.  Ask him/her to cosponsor H.R. 578.  Tell him he should cosponsor H.R. 578, even if he has already sponsored a reciprocity bill which is not as good.

She's back! Roundly defeated legislatively and procedurally on the Senate floor a year ago, Dianne Feinstein, the U.S. Senate's leading foe of Americans exercising their Second Amendment rights, is resuming her jihad against semi-automatic modern sporting rifles using a different tactic.

 

This time, the California Democrat is asking her fellow U.S. Senators to sign on to a letter to President Obama asking him to direct the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to ban the importation of what she calls "assault weapons" and "military-style rifles" that are not "generally recognized as particularly suitable for or readily adaptable to sporting purposes."

 

If that sounds like nonsense, it's because it is nonsense. Here's some more of her flawed reasoning:

"In 1998, the Department of the Treasury -- which then housed ATF -- issued guidance that interpreted the import ban to prohibit only semi-automatic rifles that use magazines originally designed for a military rifle. Many semi-automatic firearms on the market today do not have a military origin but are modeled closely after military firearms. These military-style firearms are not prohibited under the current import ban, even though they are functionally equivalent to prohibited rifles with a military origin. In addition, the Treasury Department's 1998 guidance allows foreign-made firearms to be imported into the United States without military features, even though these firearms have the capacity to fire multiple times in quick succession without the need to reload and can easily have military features attached."

Sen. Feinstein's intent is clear. Again she is pursuing "banning" firearms because of their characteristics and not focusing her effort on the criminals who misuse firearms. What does she want President Obama, acting through ATF to do? Here's what (her words):

• "Prohibit importation of all semi-automatic rifles that can accept, or be readily converted to accept, a large capacity ammunition magazine of more than 10 rounds, regardless of the military pedigree of the firearm or the configuration of the firearm's magazine well;
• Prohibit semi-automatic rifles with fixed magazines with a capacity of more than 10 rounds;
• Prohibit the importation of the frame or receiver of any prohibited rifle, regardless of whether it is incorporated into a fully manufactured firearm.
• Prohibit the practice of importing assault rifles in parts and then constructing the rifles once they are in the United States by adding the requisite number of American-made parts;
• Prohibit the use of a "thumbhole" stock as a means to avoid classification of a rifle as an assault rifle; and
• Prohibit the importation of assault pistols, in addition to assault rifles."

That would be a lot of semi-automatic rifles! This effort must be stopped short! Why should law-abiding citizens have their rights curtailed by an anti-gun Senator's effort to convince other senators to join her jihad?

America was already pretty close to reaching a Kenya-style Third World tinpot dictatorship.

 

First, it was the VA's efforts to disarm law-abiding military veterans for supposedly being “mental defectives,” even though 18 U.S.C. 922(g) requires “adjudications” and there were none.

 

Then, it was the ATF's actions to copy 4473's and compile a gun registry, even though 18 U.S.C. 923(g) and other provisions of McClure-Volkmer prohibited that.

 

Then, it was Obama's moves to illegally require reporting of multiple gun sales ... and feed gun information into a national health database ... and repeal federal privacy laws (HIPAA) ... and try to ban the importation of shotguns.

 

All without any statutory authority whatsoever.

 

Now, within the last week, according to the Military Arms Channel Blog, the ATF may be on the verge of banning the importation of steel core 5.45x39 ammunition by regulatory fiat.

 

According to the website, the rumor stems from an importer who had filed a Form 6 to bring a shipment of 7N6 surplus ammo from Russia. The form approval went well past 2 weeks, which is the normal time frame for a Form 6 to be approved by the ATF.

 

The importer emailed the ATF to find out what was going on, and received this email response back: "A handgun has now been manufactured that chambers a 5.45x39 round. That now makes steel core 5.45x39 armor piercing under our definition..."

 

This will not be the first time legal ammunition has been deemed by the ATF to have become mysteriously illegal because a new gun has been created.

 

Nevertheless, this is certainly a strained and perverted reading of what "armor piercing ammunition" is -- a definition which looks to the metallic content and/or the intended use of the ammunition -- not to all possible uses.

 

A couple of points need to be made:

 

(1) First, the heavily-abused "armor piercing ammunition" ban was yet another gun control measure slammed through by Senator Bob Dole with the acquiescence of certain "pro-gun groups."

 

(2) Second, if anyone wondered why we have fought for almost thirty years to oppose efforts to make the definition of "armor piercing ammunition" much broader, malleable, and subject to abuse, this recent ATF action is their answer.

 

We have defeated Obama's efforts to rewrite this definition by statute. But it is clear that, if the Obama administration can't get Congress to pass an ammunition ban, it will ban ammunition on its own accord.

 

ATF will do what ATF will do -- or not.

 

But it is time for Congress to use the "power of the purse" to stop these repeated exercises to turn both the Constitution and the laws into a roll of toilet paper.

 

ACTION: Please contact your representative. Tell him/her to reject any ATF spending bill which does not defund ATF's unlawful regulatory activities.

The "Right-to-Carry Reciprocity Act of 2013" (H.R. 2959)--introduced in the U.S. House by Reps. Richard Nugent (R-Fla.) and Jim Matheson (D-Utah)--would allow any person who is not prohibited from possessing or receiving a firearm under federal law and who has a valid concealed firearm permit, to carry a concealed handgun in any state that issues its own residents permits to carry concealed firearms. Persons carrying a handgun in another state pursuant to H.R. 2959 would be subject to the laws of that state with respect to where concealed firearms may be carried.  Similar legislation to H.R. 2959 passed the House in 2011 by an overwhelming bipartisan vote of 272-154.

 

H.R. 2959 would not create a federal licensing system, nor authorize the federal government to interfere with the powers of the states to set standards for the issuance of carry permits, nor establish federal standards for carry permits, nor override state laws that recognized the right to carry firearms without a permit. Rather, it would simply require the states to recognize each others' carry permits, much like drivers' licenses.

Is ATF Expanding its Multiple Sales Reporting Requirement Nationwide?

David Codrea of the Gun Rights Examiner has, once again, performed a major service for the movement by calling attention to a proposed ATF rule buried in the Federal Register without any fanfare or announcement, which may have far-reaching consequences.

The rule, numbered OMB Number 1140-0100, says, and we quote the sentence in its entirety: 

The purpose of this information collection is to require Federal Firearms Licensees to report multiple sales or other dispositions whenever the licensee sells or otherwise disposes of two or more rifles within any five consecutive business days with the following characteristics: (1) Semi-automatic; (2) a caliber greater than .22; and © the ability to accept a detachable magazine.

18 U.S.C. 923(g) specifically forbids reporting requirements like this, unless they are specified in that section. 

Some have suggested that ATF is simply extending the current illegal reporting requirement for four border states.  And the notice specifically refers to this as “Extension without change of an existing collection.”

But, not to be conspiratorial, is it an extension of time -- or an extension to the other 46 states? 

If we were dealing with an administration which did not turn pathological lying into an “art form,” we might be able to treat this notice as more benign. But the problem is that, at NOWHERE does the notice geographically limit its reporting requirement. And, for the time being, we have to assume that it means what it says.

We encourage members to contact ATF.  But, given that, in the past, ATF has regarded our concerns with disdain, it is also important to block this illegal rule with legislation -- whether or not it applies to 4 states or 50 states.

Obama finally moves to choke off American Firearms Manufacture and Sales

Obama using the FDIC to restrict Second Amendment rights

The effort starts with the Federal Deposit Insurance Corporation, which has lumped gun dealers in the same “high risk” category as pornographers.  Coupled with Eric Holder's Justice Department Operation Chokepoint, the FDIC's action has encouraged banks to destroy the gun industry by dropping dealers, freezing their assets, and refusing to process their on-line sales.  Already, thousands of gun dealers report being victimized by this administration effort to destroy the Second

Amendment by regulatory fiat.

And, if the gun dealer near you has yet to feel the pinch, just wait awhile.

As Barack Obama no doubt understands, if American gun dealers and manufacturers can no longer get credit, the manufacture and sales of firearms in America come to a screeching halt.

As the owner of the gun manufacturer, the McMillan Group, persuasively argued in the Riddell article, this is nothing more than an “attempt by the federal government to keep people from buying guns.”

In fact, it's becoming increasingly clear that the Obama administration feels it can destroy a major political opponent of theirs -- namely, gun owners -- by destroying and demoralizing the Second Amendment movement.

GOA working the “ground game”

Already, Gun Owners of America is encouraging Members of Congress to defund Obama's efforts to dry up funding for the firearms industry by regulatory fiat.

Congressman Steve Stockman put it this way: “It's pretty clear that, unless Congress uses the power of the purse to stop him, Barack Obama will use his ‘phone and his pen’ to ban guns by cutting off money for gun manufacturers and dealers.”

The Obama administration has done a lot of nibbling around the edges in its efforts to ban guns by the back door.  But it has now taken us to the crucible of history.  And Congress, by its actions, will show whether it is willing to take on the White House and the sycophant mainline press in order to save the Bill of Rights.

Legislators are proposing bills on a wide variety of fronts.  Blaine Luetkemeyer, vice chairman of the House committee with jurisdiction, has called for legislation to block the FDIC's insidious scheme.  And good for him!  But, given that Obama will veto any free-standing legislation to save the gun industry, an appropriations rider is also necessary. 

By the way, remember the Manchin-Toomey amendment from last year?  It would have required private transactions to go through gun dealers.  Now we know what that was about.  If you have to go to a gun dealer to transfer any gun -- and Obama succeeds in shutting down every gun dealer in your state (or within 200 miles of your home) -- the Second Amendment, practically, ceases to exist.

Viva la Free Market

While we must work hard to defund Obama’s backdoor efforts to impose gun control, there is also a free market solution that has sprung up.  One company that was hit hard by this FDIC policy has created an answer:  McMillan Merchant Solutions.

Boxer moves legislation to let the government take guns away from virtually anyone

"What is wrong with the people here in this country?" asked anti-gun Senator Barbara Boxer on the floor of the Senate Monday.

Boxer was questioning why even the anti-gun Senate had not heeded her call for more gun bans, and concluded that something was wrong with America.

Well, here's an idea, Senator Boxer:  Nothing's wrong with America. But something is wrong with you. 

And, in particular, something's wrong with your state of California, which registers guns, bans many semi-automatics, has a $24 million gun confiscation program to send SWAT teams to people's homes, and is rated by the anti-gun Brady Campaign as having the strictest gun control laws in the nation -- and yet was unable to prevent another massacre of students on May 23.

It probably won't surprise you that Sen. Boxer doesn't blame this massacre on the fact that California left all of the victims as unarmed "sitting ducks." 

Or that even the New York Times now realizes that its sensationalist coverage has created these copycat killings.

Or that it’s the CRIMINAL who is actually at fault!

No.  Boxer instead concluded that this was another opportunity for her to exploit a tragedy for political gain.  And that's exactly what she has done.

The text of Boxer's hilariously-named "Pause for Safety Act" was not available at press time.  But, by her own definition, it would allow a universe of people which could include virtually anyone (for instance, "co-workers," according to Boxer) to sue to take your guns away.

After the lawsuit is commenced, you would have to take thousands of dollars (which, presumably, you have lying around the house) and hire a lawyer to resist that petition.  Of course, if you didn't have the money to hire a lawyer, your constitutional rights vanish in thin air.

Gun Owners of America has had lots of experience with the far-less-expansive restraining order gun ban added to the "prohibited persons list" in 18 U.S.C. 922(d) and (g).

Constantly -- and we mean constantly -- we receive e-mails from innocent law-abiding members who cannot afford the cost of resisting a petition to take their guns away.  Constantly, we see the impact of "he-said she-said" reciprocal gun-ban petitions which are the inevitable outcome of failed relationships which are increasingly common in America.

So, yes, Senator Boxer:  We understand what you're up to.  If the Boxer bill were to become law, virtually anyone could lose their guns at any time because someone with "deep pockets" didn't like them.

But the good news is that Boxer's proposal is so transparently anti-gun and so odious that we can nip it in the bud if we act now.

Harry Reid Revives Call for Universal Gun Registry

 

Like a vampire who can't stop sucking the blood of horrific tragedies, Senate Democratic Leader Harry Reid is once again pushing to suck political gain from the pain of others.

Speaking on the floor of the Senate in the wake of the shooting of three people in Las Vegas, Reid said that the "American people are depending" on the Senate to pass universal gun registry to, supposedly, keep guns out of the hands of people like the Las Vegas killers.  

After the Troutdale, Oregon, shooting in a "safety-free school zone," anti-gun Senator Joe Manchin called for reconsideration of his anti-gun legislation, and one particularly virulent gun-hating TV network took to attacking the Second Amendment every hour on the hour.

And this was before any information at all had come out with respect to the circumstances of the Oregon shooter -- other than, of course, he had been egged on by a blood-soaked media intent on encouraging more murders in order to achieve their political objective of gun confiscation.

In Las Vegas, of course, Toomey-Manchin would have been irrelevant because, while the killer-husband was apparently a "prohibited person," the wife apparently was not.  

So, despite the theoretical bars imposed on her by the doctrine of "constructive possession," as a practical matter, universal background checks and gun registration wouldn't have stopped her from purchasing an unlimited number of guns.

So, once again, we have a "solution" which would not have solved the supposed "problem," but rather is nothing more than another effort to bleed two new media-induced tragedies for political gain.  In fact, what might have helped is if someone in the Las Vegas pizza restaurant, other than the targeted police, had been armed.

But we all know that safety is not Reid's real objective. Or Manchin's.  Rather, at a time when Barack Obama and Attorney General Eric Holder are trying to dry up credit for gun stores and thus eliminate them in large parts of the country, Reid's universal gun registry legislation (Manchin-Toomey) would make sure that you couldn't buy a gun if you didn't have access to a gun store.

Thus, if Obama and Holder succeed in shutting down every gun store within 200 miles of you -- and Toomey-Manchin passes -- the Second Amendment will be effectively dead to you.

One final point:  If there is anyone who needs a reason to defeat Reid supporters like Mark Begich (Alaska), Mary Landrieu (Louisiana), Mark Pryor (Arkansas), Kay Hagan (North Carolina), Jeanne Shaheen (New Hampshire), Mark Warner (Virginia), John Walsh (Montana), Mark Udall (Colorado), Jeff Merkley (Oregon), Al Franken (Minnesota), and Tom Udall (New Mexico), this is it.

 

ACTION:  Contact your Senators.  Ask them to oppose Harry Reid's new push for universal gun registration.

Gun Control Groups Exploiting Tragedies

Gun control activists have repeatedly used national tragedies to try to push their agenda. They use grieving victims to invoke an emotional response and spread misinformation falsely claiming that enacting their agenda would have prevented these tragedies and will prevent future tragedies.

Just yesterday, the former executive director of former New York City Mayor Michael Bloomberg’s anti-gun group admitted that mass shootings would not have been stopped by stricter gun control. Media coverage of mass shootings  repeatedly notes these tragedies take place in areas with some of the most restrictive gun laws in the nation. 

 

Groups sponsored by Bloomberg have tried to inflate statistics and circumstances to play on the public’s emotions, and have been called out by independent fact-checkers as being false and misleading.

In predictable fashion, one day after the former executive director of Bloomberg's group publicly stated that their gun control agenda will not prevent future tragedies, Bloomberg's Everytown for Gun Safety held an emotionally charged press conference urging Congress to enact their anti-freedom agenda.  

Just as the tactics of anti-gun groups don’t change, neither do the facts. The anti-Second Amendment agenda being pushed by Bloomberg will not prevent these tragedies from occurring. It's clear that their agenda is not to make children safer or prevent tragedies, but to enact an extreme anti-gun agenda. If they were truly concerned with saving lives, they would work to address our broken mental health system and ensure that violent criminals are prosecuted to the full extent of the law.

Rand Paul Offers Amendment to Stop Eric Holder’s Operation Choke Point

A few weeks ago, we told you about “Operation Choke Point” -- an effort by Attorney General Eric Holder to put gun stores out of business.

Basically, it works like this: The Federal Deposit Insurance Corporation (FDIC), at the behest of Barack Obama, has declared that gun stores are “high risk” businesses. “High risk” businesses have been, up until now, a small category of supposedly disreputable businesses, which have included pornographers, sellers of drug paraphernalia, and payday lenders.

 

The second step in the process is Eric Holder’s Justice Department’s “Operation Choke Point.” And its function is specifically to choke off any credit or credit card processing for businesses (now including gun dealers) who fall in the “high risk” category.

Already, scores of gun dealers have complained that their banks have cut their credit or otherwise put pressure on them. Three articles detailing this effort to shut down gun dealers may be found here, here and here.

 

The good news is this: Senator Rand Paul has just filed an amendment to the Science Justice Commerce Appropriations bill which will cut off Obama’s efforts to shut down gun stores by drying up their credit.

The Paul language is Amendment 3292 to H.R. 4660.

The appropriations bill is currently on the floor, but we expect the Paul amendment to be considered Friday or Tuesday. If adopted, the Obama administration would be barred from attempting to cut off credit to guns stores – just because they sell guns.

 

ACTION: Contact your Senators. Demand that they vote for the Paul amendment.

Ask Congress to Fight Plans to House Illegal Aliens Across the Country

Ask Your U.S. Rep. to Oppose Wide-Ranging Gun Control Bill--H.R. 4783

Recently, NRA reported that U.S. Rep. Mike Thompson (D-Calif.), chair of the House Gun Violence Prevention Task Force, had introduced what he is calling the "Promoting Healthy Minds for Safer Communities Act of 2014."  In truth, we noted, the bill -- H.R. 4783 -- is largely composed of gun control measures that mirror, and supplement, acts being pursued in the states by Michael Bloomberg and his "Everytown" gun control organization.

After a nod to more general mental health reform in its first two Titles, the bill gets down to gun control in Title III.  There, it explicitly authorizes the Centers for Disease Control to study "gun violence," a code phrase for disparaging the concept of firearm ownership generally.  It also undermines protections placed in Obamacare to prevent physicians from inappropriately collecting information about lawful firearm ownership.  Some opponents of these protections claimed they were unnecessary, asserting that the healthcare legislation had nothing to do with firearms.  Yet Thompson's bill would authorize doctors to question "a patient about the ownership, possession, use, or storage of a firearm or ammunition in the home of such patient," whatever the patient's need for treatment.

 

Title IV of the bill would expand existing prohibited person categories under the federal Gun Control Act.  Outpatient mental health treatment would become prohibiting in some circumstances.  Misdemeanor prohibitions would also be expanded, including an entirely new prohibition related to "stalking convictions."  As defined in the bill, such convictions would not require any finding of violence or even violent intent, nor would they be limited to offenses occurring between persons with preexisting relationships.  An existing misdemeanor prohibition would also be expanded to capture a much larger class of people.  These prohibitions, moreover, would apply not just to future outpatient "commitments" or convictions, but to those that had occurred in the past.  Thus, persons who have long been in lawful possession of firearms without problem or incident could suddenly find themselves subject to federal felony penalties for continued possession. 

 

Another provision would limit states' eligibility for certain federal grants unless the state had certain types of gun control laws or procedures.  One option would be for the state to authorize police to seize the firearms and ammunition of individuals who are deemed to pose an "elevated risk of harm," even if no other criminal or mental health proceedings are initiated.  Such findings, according to the bill, could arise from a "history" of substance abuse or a determination that the person "lacks impulse control."  Another option would be for the state to "temporarily" prohibit firearm possession by persons involuntarily hospitalized for at least 48 hours for mental health reasons, even if just for an evaluation that ultimately determines the person does not pose an elevated risk.  Because the term "temporary" is not defined, however, it could conceivably mean anything short of permanent disarmament.

 

Still other provisions would undermine the relief-from-disabilities provisions of the “NICS Improvement Amendments Act of 2007” (NIAA). For several years, states have been changing their laws to comply with the original provisions of that act.  Those changes, however, would prove meaningless if H.R. 4783 were enacted. Also unclear would be the status of persons who had undergone rights restoration under the original version of the NIAA, but not under the greatly expanded procedures that would be mandated under Thompson's bill.

 

The NRA strongly opposes this misguided, anti-gun bill's unjustified incursion on Second Amendment rights.

URGENT: Senate Democrats Gear up to Push More Gun Control

On Wednesday, the Senate Judiciary Committee will hold hearings on S. 1290 and S. 2483. Both are wholly politicized tools intended to allow embattled Senators to argue that Republicans are waging a “war on women.”

 

S. 2483, introduced by anti-gun zealot Richard Blumenthal (D-CT), would allow a judge to take away your guns in an “ex parte” proceeding in which you got no right to notice and no opportunity to attend or be heard. [Take into consideration that a domestic partner can already take out a restraining order.]

 

But, although Blumenthal is a lawyer, the constitutional concept of “due process” is unimportant to him.

If you could afford the thousands of dollars to afford a lawyer, you could petition a court within a reasonable time to get your illegally seized guns back -- maybe possibly. But let us tell you a little secret: Judges are loathe to return guns under those circumstances -- ever. 

So you lose your guns and the Constitution goes “boom.”

 

Both the Blumenthal bill and Klobuchar's S. 1290 would expand current law to allow your date to go after your Second Amendment rights. Sen. Amy Klobuchar (D-MN) would also impose a lifetime gun ban if you were convicted of the “misdemeanor crime of stalking” -- and then allows the states to define “stalking” ANYWAY THEY WANT.

Look, if the stalking constitutes a serious threat, it should be a felony -- which, incidentally, would automatically strip the stalker of his gun rights under federal law.  On the one hand, Democrats are saying that the “stalking” is NOT important enough to be a felony, but on the other hand, they are saying that it is important enough to impose a lifetime gun ban. 

 

ACTION: Contact your Senators. Tell them that these sham hearings show how much Senate Democrats hate the Second Amendment.  Urge them to pass concealed carry reciprocity as the means for making people safer.
