ChileRelleno 7,071
94 is the manufacture date, the initials are what is needed... ARF? Could it be ARS?
ChileRelleno 7,071
Trying find some more info... Seems few people can take good macro pics Found some more pics of this ammo, and some debate on Country of origin. Head stamp should be 7.62x39 94 ARE. There are three choices:South african - Most date codes i've seen are in the late 80's or early 90's usually come in 200 round waterproof battle packs. Could be re-packs that sat in storage. Bosnia-Croatia- all lower case letters and a two digit date code, redish orange analyst. Serbia- Would kinda look like any Privi or S&B headstamp. most common are lower case letters (i.e. 7.62x54 i've seen -nny ppu arr and then a date code or case size if comerical. My guess would be South africian, could have been imported from Eygpt or sold to another country inbetween. Edited January 19, 2013 by ChileRelleno

VR762Shooter 838
I'm gonna guess they are lacquer coated steel that looks like brass. I have some Israeli stuff that's steel cased and has what looks like that same color. If you can get a better picture, as others have said, it would be easier. Here is headstamps on Yugo and Israeli surplus for comparison:
