Long story short, the force of the recoil needed to cycle certain configurations doesn't properly transfer when the butt of the weapon isn't tucked tight against your shoulder. Like limp wristing certain handguns can lead to malfunction.

Allowing the gun to recoil along with the bolt carrier robs the carrier of inertia, essentially short-stroking it. Makes sense if you think about it.

 

If it fires from the shoulder but not the hip the gun is right on the edge of running/not running. I agree with Person Dog, this should not happen in a gun that is running correctly.

 

This can be an issue in almost any semi-auto. 1911s are somewhat famous for it. It comes up here often due to the shoddy quality control at the Russian factories, and the extensive mods we do to these guns.
