However, to completely remove the embargo, he will need congressional action, because there were a few laws passed to strengthen the embargo after it was imposed. Removing the embargo is the right thing to do. It obviously hasn't succeeded in bringing down the repulsive Castro brothers, and in fact hasn't harmed them at all, while it does harm the average Cuban citizen.
