No, the translation is by Lionel Giles, 1875-1958, a Victorian era scholar and assistant curator at the British Museum and Keeper of the Department of Oriental Manuscripts and Printed Books, according to the introduction. The book is divided into two sections. No commentary accompanies the first text, so you interpret it. I like that because you don't have someone else's opinion to deal with.
