Legal AKs can not have the hole, no matter what, not welded, plugged, riveted, or any permanent pin/plug or filler of any type. Once a MG, always a MG. Some legal Saigas have the factory Y stamp in the receiver showing where the evil 3rd hole should be. These aren't illegal, they are highly sought after by some collectors.
