§ 178.39 Assembly of semiautomatic rifles or shotguns.
(a) No person shall assemble a semiautomatic rifle or any shotgun using more than 10 of the imported PARTS listed in paragraph © of this section if the assembled firearm is prohibited from importation under section 925(d)(3) as not being particularly suitable for or readily adaptable to sporting purposes.
© For purposes of this section, the term "imported parts" are:
(1) Frames, receivers, receiver castings, forgings or stampings
(2) Barrels
(3) Barrel extensions
(4) Mounting blocks (trunions)
(5) Muzzle attachments
(6) Bolts
(7) Bolt carriers
(8) Operating rods
(9) Gas pistons
(10) Trigger housings
(11) Triggers
(12) Hammers
(13) Sears
(14) Disconnectors
(15) Buttstocks
(16) Pistol grips
(17) Forearms, handguards
(18) Magazine bodies
(19) Followers
(20) Floorplates
On your Saiga
you have
1 Frames, receivers, receiver castings, forgings or stampings
2 Barrels
3 Mounting blocks (trunions) only 1 front
4 Bolts
5 Bolt carriers
6 Gas pistons
7 Triggers
8 Hammers
9 Disconnectors
10 Buttstocks
11 Forearms, handguards
To use 20 or 30 rounds imported mags that counts as 3 more imported parts
for a total of 14 parts, you may need to install.
USA PARTS to be install
1 USA made Hammer
1 USA made Disconector
1 USA made Trigger
1 USA made Buttstock
1 USA made Pistol grip
1 USA made Upper and Lower Forearm set
1 USA gas piston
1 usa made mag( count as 3 parts, mag body, follower and floor plate) but I will don’t count on the mag alone for counting USA PARTS and I count the mag as one part to go over kill on USA parts.
Total of 8 USA made PARTS take or give on a simple conversion
any extra imported part install on the rifle counts as imported
look at general list of PARTS for imported parts, remember 10 or less
imported PARTS on the list on any rifle.
The magic number is 10 or less imported parts.
