I was at a gun show recently and i saw some milsurp mags with (21) on them. I also saw the (10) as well. is there a difference?

Nothing.

In communist Bulgaria, there were several arsenals making munitions and military supplies.

The most famous is Arsenal 10 (with the circle 10 arsenal mark)

There were also Arsenals 21 and 25 that produced magazines, during the cold war.
The term "high capacity magazine" is a legal construct and has no bearing on reality. Please don't play anti word games.

Were the 7.62x39 mags?
Never met an ak i didnt like.
