Is there any reason Not to mount a Red Dot Sight such as Doctor about 45 degrees left and around the barrel rather than on top of the barrel...other than no such mount available?

You will need to fabricate a mount, but to answer your question, no, there is no reason at all on why you can't run a red dot sight in such a way.
In fact, the are alot of 3-gun guys that run an offset RDS in conjunction with their meduim range optic, for close range targets on their ARs.
Hell, depending on the barrel diameter of an S12, I think I can point you in the direction of a possible mount.
