That is the Anti-American Non-Energy Bill!! Unfortunately we are at a time in history when we need a law that requires Congress to demonstrate the Constitutional basis for any new legislation.

Actually we're trying to change WA State supressor law under the guise of "For hearing protection and reduction in noise pollution"...

that said, here at home i pretty much use only that kinda lightbulbs (from Philips indeed made in the P.R.C.) and halogens. and it actually works very well. 6W bulb giving off more light than a 75W old bulb. also lasts a fuckton longer. but yeah, you cant just throw them in the trash.
however what they DONT tell you, is that if an entire officebuilding uses exclusively this type of lights, it totally disrupts the powerflow throughout the building. while they consume a lot less energy, compounded they can disrupt the phase of electricity. the electricity companies have to rewire the mains to use lightbulbs that use LESS energy. very logical indeed!
(this problem, of course doesn't happen in private homes etc)

I broke one of those once, and one shorted out where it came into contact with a metal part of teh light fixture because it was too big. Then when you use multiple lights on a ingle circut/switch They start to fail rapidly. Of course it's all worth the energy savings,... if you don't like your neighbor, just go trounce on a case in their front yard at midnight, then call the EPA because you think you saw mercury seeping out of their lawn,...
They will dig the entire yard out down to 6' down, then charge the owner for negligent disposal of their "Light bulbs"

The compact fluorescents are stop gap technology. Other technologies like LED, Hybrid inorganic/organic luminescences and hybrid I/O luminescent devices will render it obsolete long before the law has effect.
