That does NOT count as a compliance part. It started as a buttstock made in Russia, modifying it does NOT make it a US stock.
From the Blackhorse Arsenal site:
Our Russian Izhmash SVD Dragunov composite stock adaptation with forearm for the PSL is also available for the AK and all Kalsihnikov variants as a either fixed or expandable stock. Our stocks are installed with no modification to these weapons. It is considered US made by the ATF and counts as two 922r compliant parts. (Two parts if it had the forearm included, one part for the buttstock alone)

Why do people keep posting this as the SVDS stock? I get my hopes up every time I see someone posting this factory skeleton stock as the SVDS stock.
Perhaps because they're advertised all over the Internet as a "SVD-type black polymer buttstock" ...
The real question is why do you have to stomp on a guys for sale ad?

Send an email to ACE, you can buy the foam for about $4, they'll need to know which stock you have. It will require knocking the pins out to get the foam on. I've used it before but I found wrapping the stock with paracord works better, for me anyway ...

Remington/Cerberus aquired Marlin a couple of years ago and the quality took a big nose dive. The easiest way to tell a pre-Remington is that the newer rifles no longer have the "bullseye" in the buttstock near the sling swivel. The bullseye was originally put there so when you're looking at a bunch of rifles on a gun rack you could easily spot a Marlin ...
