The saiga 20" .223 would be a very good choice for a varmint rifle. The 20" barrel should offer more velocity and could therefore give better accuracy than the 16". The ammunition used will also affect the performance.

I shot a friends Saiga that had a Simmons 1.5-5x32 shotgun scope on it. The scope worked very well at close range, and we shot it out to 200 yards without any problems. I looked the scope up on the internet for pricing and it can easily be found in the under $100 range.
