Politiciians and upper level bureaucrats make grand pronouncements but are never interested in funding or enabling inspectors. It is the old (we can't do our job unless we get more money) scheme. We all know how well throwing money at a problem works. I can solve the atf's problem. Make everything legal and prosecute people who use them in crimes and leave everyone else alone.
