It's a 7.62x39 case necked down to house a 5.6mm bullet. Also sold as the .220 Russian outside of Russia. They sell these in Russia (and other nearby countries) by the boatloads, partially because the 5.6x39 isn't a military cartrdge and the only difference in the manufacturing process is the barrel. The manual also shows the individual specs for 5.6x39, specs for 7.62x39 and specs for 5.56x45(.223).
