I am pretty sure Saiga was initially designed so it could not be modified in to full-auto, something to do with a different bolt design (besides all the legal complications that come along with moding rifle to an auto. . Thanks, that would have been a decent loophole; serve in military for 2+ years, then start stocking up on full-autos...
