You can not change it into a configuration that would not be importable, unless you reduce the number of foriegn parts to 10 or fewer. So it is held to be illegal to add a foriegn made higher capacity mag, it would not be importable in that configuration and the number of foriegn parts would be 13. It's considered ok to import because it is readily suitable for "SPORTING PURPOSES" with the low capacity mags and no pistol grip/sporter stock. That's the way I understand it.
