My point was as the rifling wears, the bullets supposedly become useless since they won't match the original gun any longer. As for the spent casings, some states like Maryland require them. All new guns are test fired anyway.

What is really nice about this bill is if it passes, all a criminal would have to do is go to the range, pick up a hand full of brass, commit a crime, and toss the brass around the crime scene. Makes everyones life easier save for the good guys.

Guess what I found at the range a few months ago in the trash can when I was picking up brass? :angel:
