How to remove scope mount side rail?

I am going to be using a different scope set up on my S308 and wish to remove the side rail. How do I do this? Will the rivets have to be drilled out?

I am going to build my version of a Super Vepr.

Yes, and most likely the front rivet on the rear block will have to be replaced.

and you will have a couple of holes to weld in, grind down, and then refinish the receiver... why did you what to remove it again?

I took my siderail off my S12. I ran a tap in the the rear block and put in a sling mount.

I wanted a smooth side receiver. I will be installing the B-square scope mount, and I am also removing the safety lever and installing a Galil like safety selector. I will be making a stocking to resemble a super vepr. After all that is done I will be deburring and finishing out all tooling marks and finally having it DEEP blued.

Before I get the "sows ear" remarks, this is solely done as a hobby. I learn new skills and get a great looking rifle at the same time.
