Increase the penalty on imported weed and hard drugs, then watch the cash flow dry up. You know what these bastards have done with the 'harmless' high? There are reported cases of ground up glass particles being mixed in to cut tiny holes in your lungs to increase the flow of THC into the bloodstream so that low grade product will have similar effects as high grade!
