if you get a factory pgo shotgun, supposedly you can go as short as you want as long as the oal is over 26", there are letters from the atf stating that you can do that but i'd get my own before trying it. if you're talking about a s12 18" is the minimum

 

I think you would have to do the AOW process for a factory PGO shotgun with a barrel under 18" though.

not according to letters from the ATF, as long as the overall length is over 26" and it has never had a stock it is just considered a "firearm" by law, not a shotgun, i believe in the definition of AOW it states the length is under 26"

How short can I cut the barrel to avoid the Tax stamp. from a 19 inch barrel can I go as short as 14 inches or is 18 the limit?

18", measured by a dowel inserted from the muzzle to the face of the closed bolt. I'd do a little more to be safe, 10 years in prison for being off by a few mm would kind of suck.
