Not excluding the operator at all from this, but you are subject to the limitations of your equipment. He IS BASE jumping the cliff, he is using a 'WingSuit', http://www.bird-man.com/ , to gain the lift/forward airspeed to actually maintain a glide ratio. During a skydive's freefall, jumpers regularly perform what is called Tracking to gain horizontal separation at deployment. Tracking is using the body as a airfoil to generate lift/forward movement, we can attain about a .25:1 glide ratio at best. Wing suits can generate as high as 3:1, with 2.5:1 being average.
