That's not too bad, as long as he doesn't buy an M1 Abrams you should be good . One interesting thing though, Knob Creek range not far from where I live is selling 7.62 x 51, 147gr steel core penetrator for 7.99 per bag of 20. So if you can legally make a mortar round or howitzer round with the appropriate fuze/fuse, not sure which is correct they mean different things, then you could make little arty rounds for the 12 gauge.
