I thought shipping a firearm to a residence was illegal?

I emailed a seller about a revolver and asked him if he would be willing to ship since in his ad he wanted to do FTF. This is the response I got...from "Mr.B"... "To a residence, don't feel like dealing with FFL paperwork anymore. Pay with Paypal and Ill ship it immediately to your house. There is no "registered" guns in Kansas but I did buy this myself from a dealer so I know is a clean, legal gun. I can also ship a copy of my original receipt if you would like.."

Two of us have tried to get into contact with him to purchase this. Seller hasn't been on since November 2012, and this ad was posted on October 11th.

I thought about the Arch Angel, but it's supposed to be a $200 price tag. I just want revert the M44 back to military original as possible. I really want to cut a 91/30 down to 22", add a Boyds stock, a Timney trigger, Rock Solid scope mount, free float the barrel, and bed the receiver. Pretty sure that would be quite a nice deer slayer.

I just picked up a barreled reciever from a friend, but it has no stock. Looking for a stock with hardware to bring this rifle back to life. PM me if you have one you would sell or know where to find one. Thanks.
